Chart.js annotations not working

I have a chart using chart.js .. The problem is the vertical line is not working with the category axis i.e years label [year 0, year 1, year 2, year 3..]. Below is the example of working chart with annotations for showing horizontal line. In the last four tutorials, you have learned a great deal about Chart.js. However, the annotations are not drawn. The console log does show that the annotations are bounded to the Chart instance: I can not find anything about this issue. Upon inspecting the Charts options, it looks like something has changed in Chart.js where it is coping the annotations array making it inaccessible from the annotations plugin. Aka, you try to add line into the annotations array and it doesn't appear in the charts options.annotations array. To work around this I had to use something like this. . .
